Why was the swine flu declared a national emergency when it kills less people then the more common flu?

Its less deadly and effects less people then the normal flu… You can get over it more easily and has only killed the same people that are likely to die from the regular flu. I get that we don’t have a vaccine for it but we don’t have one for diabetes, heart disease, cancer, etc… either, all of which have higher kill rates. Why aren’t those declared national emergencies?
